This means the state is currently limited to a handful of contracts that can be run by a single contractor, but that could change.
In a recent legislative session, Oregon was among the states that voted to approve a new law allowing state agencies to license contractors and oversee their work.
This bill was sponsored by a group of legislators led by state Rep. Dave Hilderbrandt, who chairs the House of Representatives’ committee on Public Contracts.
The bill was approved by a vote of 27-13.

Hildestrand said he’s been working on this bill since December and hopes to push it to a final vote this year.
The Oregonian notes that the bill also includes provisions to limit the use of state-licensed contractors for federal contracts, which has prompted the Federal Contract Compliance Office to begin issuing warnings to contractors about the risk of contracting on behalf of the U.S. government.
“It’s not the same thing as having a government contractor on your team, it’s an employee, and a federal contract is a federal government contract,” Hainestrand told the newspaper.
“There’s no reason to put the safety of the state or the citizens of the State at risk when we can be assured that a federal contractor can be on your payroll and do what they do best.”
It remains unclear how many Oregon contractors are licensed, and if Hilders bill will make it through the legislature, but the Associated Press reported that it’s likely that the state will need to issue a final licensing requirement by July 1 to qualify for contracts in the federal government.
